    Lagos govt deploys technology to gauge building strength and safety averting collapse risks

    The Lagos State Materials Testing Laboratory Agency (LSMTL) has unveiled a cutting-edge online registration system aimed at enhancing the safety and longevity of buildings through technology in response to recent reports of building collapses. 

    This initiative is designed to improve the accuracy and efficiency of building material testing, which is critical for ensuring the strength and safety of structures across Lagos.

    Streamlining building material testing

    The web portal was launched during the eGIS Retreat 2.0, held on Saturday at 21st Century Technologies in Lekki, Lagos. This new platform is set to transform the way building materials are tested, automating data collection and tracking, reducing human errors, and speeding up the quality assurance process.

    CEO Olayinka Abdul of LSMTL explained that the website will provide more reliable and precise results. 

    Data-driven insights for safer structures

    Abdul noted that the agency is committed to using data-driven insights from geotechnical investigations to enhance building safety in Lagos. She stated, “This software application captures and tracks building data to streamline the LSMTL’s quality assurance process for long-lasting structures. This initiative will benefit all stakeholders, such as potential clients and LSMTL agents.”

    She underlined the organisation’s dedication to using data-driven insights from geotechnical investigations to enhance Lagos building safety. Thorough studies will determine the distinctive features of various locations, allowing for customised building techniques to reduce risks.

    “By collecting and analysing data, collaborating with other agencies, and developing detailed maps, LSMTL aims to create a more resilient and sustainable built environment in Lagos,” Abdul stated.

    The online portal, connected to the state government’s Alpha Beta platform, gives users an easy-to-use way to monitor test results and handle payments, improving accountability and transparency. Abdul recommended that professionals maintain high standards by obtaining COREN certification to ensure compliance with testing laws.

    The effort was commended by Dr Olajide Babatunde, Special Adviser to the Lagos State Governor on eGIS and Urban Development, who emphasised how well it complemented the state’s more extensive technology-driven reforms.

    “Governor Babajide Sanwo-Olu has fostered public trust by ensuring ministries, departments, and agencies build on existing work and adopt common platforms for information sharing and enhanced services. This retreat reflects our focus on leveraging technology to improve the quality of life for Lagos residents,” Babatunde stated.

    How to combat misinformation with AI: Okpeta

    Odion Okpeta, head of operations at Pulse NG, said some individuals were exploiting artificial intelligence (AI) to alter facts and that it was the role of the media’s job to debunk false news with the truth.

    Mr Okpeta made the statement at Technovate Fest 2024, a gathering of tech enthusiasts which was held in Lagos last Thursday.

    The senior staff of Pulse NG said the media was complicit in misinformation in that some blogs deliberately published distorted news as clickbaits in order to increase website traffic and generate more revenue.

    Those blogs had no ethics to spread the truth; they were merely money-making ventures, Mr Okpata said.

    The spread of misinformation through the use of AI

    Mr Okpeta accused some blogs and websites of misrepresenting facts to influence its readers, stating that they were only interested in presenting the version of the story that would bring in the most money, not the whole “truth,” even if it meant manipulating images and videos to suit their narrative.

    He explained that AI had simplified the process of manipulating an original story.

    “To make matters worse, we now have AI tools that can easily help them achieve that with less effort. We have seen AI tools where you can give prompts to change the actual event in an image, and you can hardly tell the difference between the original and the manipulated,” Mr Okpeta said on Thursday.

    “Like some people say, it is not the media’s job to tell you the ‘truth’; it’s their job to make money like everyone else to be sustainable. It is the consumer’s job to find the truth,” he added.

    AI, according to Mr Okpeta, has made it difficult for content consumers to find the truth.

    He advised media organisations to regularly conduct fact-checks on false news rather than call out the fake news peddlers.

    “You should debunk any misinformation and not share it, and the world we live in will be a better place,” he stressed.

    Renda raises $1.9 million pre-seed

    Renda, a logistics startup, has raised $1.9 million in pre-seed equity and debt funds.

    Ingressive Capital led the $1.3 million equity investment, which also included Techstars Toronto, Founders Factory Africa, Magic Fund, Golden Palm Investments, Reflect Ventures, and Vastly Valuable Ventures, according to a statement from the company. Founders Factory Africa and SeedFi provided the $600,000 debt funding investment.

    Renda said that the pre-seed funding would be used to make its services more technologically advanced, to grow its partnership network across all busy markets, and to expand to more cities in Nigeria and East Africa.

    Lagos plans to be global leader in African gaming industry

    Sanwo-Olu emphasised the importance of Public-Private Partnerships (PPP) as a primary force behind this project. Although Lagos has a robust climate hospitable to business, the Governor emphasised that the state needs to make further investments in the entertainment and tourist industries, including gambling. The event was successful by presenting the Africa Gaming Expo as a potential avenue to attract these investments.

    Establishing a highly successful gaming ecosystem 

    The Governor presented a multi-pronged strategy to accomplish this objective. Among these is the formulation of a comprehensive tourism master plan and a tourism policy. The plan aims to develop the sector into a significant revenue producer and a model for economic rehabilitation comparable to other successful tourism destinations in Africa. 

    The city of Lagos is a natural fit for gaming.

    Sanwo-Olu emphasised Lagos’s distinctive advantages as a centre for culture and entertainment. The city has a flourishing film, music, and fashion scene and has already established itself as a frontrunner in Africa’s entertainment business. As a natural extension of this creative ecosystem, the Governor believes that gaming is also a natural extension. 

    A venue for collaboration, the Africa Gaming Expo is now taking place. The Governor expressed his appreciation for the Africa Gaming Expo and its ability to bring together essential stakeholders in the gaming industry. This group includes game developers, investors, regulators, and industry executives from all over the world. Within the African gaming market context, the event served as a forum for the discussion of regulatory frameworks, emerging trends, difficulties, and prospects. 

    Sanwo-Olu brought attention to the fact that the Expo was centred on “Entertainment, Gaming, and Tourism: A Nexus for Economic Growth.” The state’s economic agenda, in particular the pillar of the T.H.E.M.E.S+ programme that focuses on entertainment and tourism, is well aligned with this theme.

    At Omniverse Summit 2024, Climate Action Africa (CAA), a prominent social enterprise focused on environmental sustainability, reiterated its commitment to an inclusive climate action ecosystem.

    Partech closes 2nd fund with new office in Lagos

    In addition to opening a new office in Lagos and seeking to expand its team, global technology investment firm Partech has announced the final closing of its second Africa fund, Partech Africa II, with a hard cap of €280M ($300M+).

    All major investors from its predecessor fund, as well as top-tier investors, have made their first commitment to the Partech Africa platform and the African VC ecosystem, and the final closing of Partech Africa II has reached €280M ($300M+), following a strong first closing announced last year.

    The parties involved

    Pension and sovereign funds from the United States and the Middle East are among the new types of global institutions that have been able to take advantage of this final closing’s oversubscription. In addition to the early backers of Partech Africa—Orange, AXIAN Investment, and the African Development Bank Group—new strategic investors Dubai Future District Fund (DFDF) and Africa Re are also part of it.

    Forty-plus foreign investors, including family offices, large Development Finance Institutions (DFIs), and commercial investors like South Suez and Bertelsmann, have shown their support for the fund. Among the development finance institutions (DFIs) in this group are KfW, the German Development Bank, the EIB, the International Finance Corporation (IFC), a World Bank Group member, FMO, the Entrepreneurial Development Bank of the Netherlands, Bpifrance Investissement, BII, DEG, the UK’s development finance institution and impact investor, and Proparco.

    With initial tickets ranging from $1 million to $15 million on Seed to Series C rounds, Partech Africa II will ramp up its investment strategy across Africa. The goal is to back African founders and companies as they grow in local and international markets. The Fund has made three investments thus far: an e-commerce platform in Senegal, a payment orchestration startup in South Africa, and an Egyptian realty platform. Across the continent, the group plans to amass a portfolio of more than twenty companies.

    General Partner, Tidjane Deme of Partech, has announced that the firm is increasing its team size and geographic reach across Africa. With offices in Dakar, Nairobi, Dubai, and now Lagos, Partech is better able to provide entrepreneurs with hands-on support.

    Babajide Sanwo-Olu, the governor of Lagos State, said that over N500 million will be given to 40 tech startups. The governor said this when he presented the 2024 budget to the House of Assembly. These startups will be able to grow with the help of the money from the Lagos State Science Research and Innovation Council (LASRIC).

    In his speech, Sanwo-Olu talked about how these investments have helped by mentioning solutions like LagRide, which came from a company and won second place in the State’s first Transportation Hackathon challenge in 2019.

    Governor Sanwo-Olu’s plans made public

    In his budget speech, Governor Sanwo-Olu talked about his government’s successes in different areas of the state’s economy. He said:

    “We’ve given over 500 million naira to the Lagos State Science Research and Innovation Council (LASRIC) to help more than 40 innovative startups in Lagos.” LagRide was created by a company that came in second place at our first Transportation Hackathon in 2019.

    Touch and Pay Technologies, a firm driven by young entrepreneurs, produced the Lagos Cowry Card, which works on BRT, Ferry, and Train services like the UK’s Oyster card.

    He added that the Lagos Innovates Voucher Programme gave more than 350 young tech entrepreneurs energy, internet, and more through partner hubs.

    Introducing Lagos state’s strategic tech efforts to help startups

    Some of Africa’s most famous and successful startups are based in Lagos, known as the “startup hub of Africa.” Through its Startup Lagos Initiative, the state government actively encourages more success.

    The government runs Startup Lagos, an information portal for the startup ecosystem. It helps startups find investors and keeps investors and innovators updated on important news and possibilities. “Right now, the Portal has a list of more than 3,000 Startups,” the Governor said.

    The Governor talked more about his government’s progress in connectivity and investments in technology. He said the ongoing Metro Fibre Project has connected over 100 public schools, hospitals, businesses, and other buildings to a fibre network.

    This project aims to lay 6,000 km of fibre-optic cable across the metropolis. The first part, which covered 3,000 km, is almost finished, with 2,900 km laid; besides that, the second part of the project will start in 2024.

    Lagos Governor Sanwo-Olu has noted the success of ICT efforts. The Live Camera Update (LCU) Project, ANPR Cameras, the Command and Control Centre for State Waterways (Search and Rescue), and the Lagos Rail Mass Transit Project are examples. These improvements aim to improve security, prevent traffic concerns, and speed up accident response.

    “Digital Cabinet Dashboard,” an innovative application in final development, is notable. For the benefit of government decision-makers, this all-inclusive tool digitises public data on everything from traffic accidents to hospital bed usage in general hospitals. The Governor stressed that this dashboard, which passed beta testing, will continuously improve decision-making.

    Lagos unveils multipurpose resident ID cards

    The Lagos State Residents Registration Agency (LASRRA) has unveiled new multipurpose identity cards for Lagos residents. The card has various features, it can be an identification card, and it also provides a resident with a bank account.

    The General Manager of LASRRA, Mrs Bilikiss Adebiyi-Abiola disclosed this at an interactive session with newsmen in Ikeja, Lagos on Thursday.

    “As soon as you have that card, you have a bank account.”

    She explained that nearly 200,000 LAG ID Cards are ready for collection, even as the agency scales up validation and registration exercises to get Lagosians captured in its database.

    She also disclosed that the agency has captured six million residents of Lagos in its database since the inception of the scheme in 2011.

    Adebiyi-Abiola stated that the goal of LASRRA is to ensure that the government has proper citizen identification. She said the state has migrated from LASRRA 1.0, which is basically to obtain identity cards to LASRRA 2.0. “LASRRA 2.0 is a smart project, so it is in support of the Governor of Lagos State’s THEMES Plus agenda, to make Lagos a Smart City.

    “So basically, we know a lot of people in Lagos State may not have access to a bank account, people from the rural areas. This is a way of providing them with financial inclusion, so anybody who gets the LAG ID card immediately will get a bank account which they can use.
    “You can also use it to access transportation in Lagos State. You can use it on BRT and Blue Line.

    “When the Red Line is launched, you can also use it. For those of us using the train, you have to buy a cowry card, with N500, but with a LAG ID Card, you don’t need to spend that money.
    “We are also finalizing integration with the Lagos State Health Management Agency (LASHMA). LASHMA is the mandatory health insurance scheme of the Lagos State Government. In partnership with LASHMA, you can access your LASHMA account once that is finalized using your LAG ID Card,” Adebiyi-Abiola stated.

    According to her, the LAG ID Card rests on a very strong and futuristic security framework which means that “you can have other features in the card. Currently, the card has 28 integrations.

    “The first is identification, so you can use it as an ID card, the second is the wallet, you can use it at a POS terminal, you can use it at an ATM just like any bank card and you can use it as transport card. Even private organizations can partner with us by putting their features on our cards. We are also in touch with various Lagos State MDAs where you can actually now access Lagos State services using the LASRRA number and LAG ID card”.

    Adebiyi-Abiola added that LASRRA offices are in every LG and LCDA in Lagos State, saying that Lagosians could get their demographic information, biometrics and others captured by the agency’s officers.

    She said the government is collecting such information to help the state plan better for the masses.

    “People may ask questions, you have NIN; before you get a phone number you must have a NIN. Why is LASRRA important? LASRRA is important because it allows Lagos State to have information about our residents; as a state, we need to know who is in Lagos State, what they are doing in Lagos, how many of them and where they live. We can provide them with better services. Having the LASRRA database is actually the first frontline for Lagos State to provide adequate services for the people,” she stated.

    NIMC unveils self-service, identify cards solutions for Nigerians 

    On validation, the LASRRA General Manager said: “We have about six million people in our database and we are growing, quite a few of our records need to be updated. We need to ensure our records are up to date.

    “For instance, a lot of our records were input some years ago before 2018, so it is important that before we print the people’s cards, they come to update their data. We have a validation mechanism that has been put in place to ensure people validate their records.
    “For those who have their temporary slips, LASRRA has a simple way to check your mechanism, you can easily do it from your phone. It has to be the number you use in registering, type in the shot code *347*641#. Once you type it in, they will tell you whether you need to revalidate or not,” she stated.

    Adebiyi-Abiola said some of the challenges encountered by LASRRA stemmed from the fact that Lagos is always striving for excellence.

    “The reason is that we want to be the best, in the quest for perfection, there were some challenges. We want to ensure that the local content is fulfilled; what we did was to ensure all the players in the project are local players.

    “The card is being printed locally in Nigeria that is one of the challenges we have faced and that is why people have not been getting their cards. Once the card is printed, we batch it on where you reside. The card will first be brought to the LASRRA office, we will then send SMS messages to people to come for their cards and for those who did not get them, we call them. We have close to 200,000 cards waiting for collection,” she added.
