Twitter Circle, a new tool that allows users to choose who can view and engage with their postings on a Tweet-by-Tweet basis, is now available to some users on iOS, Android, and Twitter.com (5 percent of people globally).
Some Tweets are public, while some are only for those you’ve chosen.
When you wish to share with a smaller group, you can use Twitter Circle to add up to 150 people who can see your Tweets.

What You Can Do With The New Twitter Circle Tool
Following the functionality that will debut on the app, the first 5% of users selected to pilot this new feature can form their own Twitter Circle. Here is how it works with Twitter Circle:
Add people to your Twitter Circle: you can add up to 150 individuals to your Twitter Circle.
Tweet only to them: go ahead, offer your thoughts. Only your Circle has access to them and can respond to them. Change things up whenever you want: want to make changes to your Twitter Circle? Go for it. If you remove them, no one will be notified.

Twitter Circle, in effect, will let people use Twitter on their own terms by allowing them to pick who can see their Tweets. Overall, users are expected to feel more at ease Tweeting and expressing themselves without fear of being harassed.
The Tweets from Twitter Circle will look differently in the timeline, letting other users know they’re part of the group. A Tweet can only be liked, not retweeted.
